French Rafale out of race for IAF fighters

The French Rafale twin-engine multi-role fighter has been knocked off a $10-billion contract for 126 combat aircraft for the Indian Air Force. One of six contenders, Rafale was officially rejected by the Ministry of Defence for what an official called the failure to meet qualitative requirements of the contract. The IAF has been maintaining that all six contenders — American F-18 and F-16, Eurofighter Typhoon, Russian MiG-35, Swedish Gripen NG and the Rafale — for the Medium Multi Role Combat Aircraft (MMRCA) contract have met technical requirements. But a senior official of the Ministry of Defence today said that Dassault Aviation's Rafale was rejected at the technical evaluation stage for failing to meet minimum performance requirements detailed in the tender document. Flight trials for the remaining five fighters are expected to commence within three months, the official said. “They (Rafale) did not meet the requirements and will not proceed to the next stage. We hope to begin trials within three months with the others that have qualified,” the official said. The French fighter, always an underdog in the competition for what is considered the largest international defence contract, was aggressively pushed by the French government.. Former President Jacques Chirac and successor Nicolas Sarkozy spoke about the fighter in their interactions with India . Incidentally, a separate contract, valued at close to $2 billion, for the upgrade of the IAF Mirage fighter fleet has also been stuck for several months with India and France still in commercial negotiations. While the IAF requires an urgent upgrade, the price being quoted by France for the upgrade of over 50 fighters has been a dampener. ... contd. Comments

Brazil's government is evaluating three jets: the American F-18, the Swedish Gripen NG and the French Rafale. Price is a concern, the Brazilian Air Force apparently is pushing for the Gripen but president Lula and his Defense Minister have shown to be interested in the Rafale. Politics always plays a part in dealings of this nature. But... Brazil is buying 36 (thirty-six) jets for US$10 billion. Now comes the info that India rejected a 126 jets deal for US$10 billion. It becomes obvious that corruption -- a chronic disease that has infected Brazil 's administrations for decades -- is, once again, playing a very strong part in this deal.

Sem tomar a defesa de lado algum, mas alguma coisa não parece estar batendo:
1)- o "preço de catálogo" do Rafale é em torno de US$ 61 milhões a unidade, sendo que a Wikipedia(http://en.wikipedia.org/wiki/Dassault_Rafale) fala em €64 milhões (v. os links http://www.defesabr.com/Fab/fab_novofx.htm e tb http://www.abra-pc.com.br/forum23.html), então acho que faria mais sentido falar em US$ 10 bilhões pelo total de longo prazo do projeto e não pelas 36 unidades iniciais, ou seja, 120 caças e mais os custos de implantação da linha de montagem etc.;tudo bem que a moçada é chegadinha num hiperfaturamento, mas aí já seria forçar a barra demais, não acham? Afora isso, segundo se sabe,o pacote francês também abrange aquisição dos submarinos(convencionais e 01 nuclear), com implantação de parte desses parques industriais no Brasil,contrapartidas industriais e de desenvolvimento comum de frotas(caso do projeto KC390 da Embraer, da qual a EADS inclusive é sócia)etc.;
2)- Não manjo muito de aviação militar (sempre voei na aviação geral e/ou linha aérea, ao longo dos últimos 29 anos), mas - no meu entendimento - o Rafale F3 é um upgrade de 2008, do modelo original de 2000, não podendo, portanto, ser considerado "obsoleto", como querem alguns. Se for por isso,o FA18 também é um upgrade do Hornet original e o Gripen da SAAB ainda nem existe,na prática (vale a pena olhar o site http://www.sci.fi/~fta/fighter.htm, para technical specs & comparativos)...com os caçadores, a palavra.
